When creating a new bug, the status must be set to “new” manually or the bug will not be created. I think it would be logical for that state to be the default one. In my case, I always set it to new anyways. If there is a rationale I’m missing behind this choice, you could alternatively allow the default bug state to be configured on a per user or per project setting.
